Hi.

I've prepared a patch for dpkg-buildpackage that simply calls
dpkg-checkbuilddeps without -B.
This is needed because dpkg-buildpackage uses debian/rules build and
so even if -B is given, Build-Depends-Indep must be satisfied.
As build-arch is optional, dpkg-buildpackage can't use it
unconditionally (the request for using it is allready filed 
as Bug#148932)
