And they are: The package does not declare a dependency on a non-main
package.
If your interpretation was indeed the one to use, we should change the
wording of policy into the following:
| thus, the package must not declare a "Depends", "Recommends", or
| "Build-Depends" relationship on a non-main or non-existing package
