Bug#1051836: exim does not use syslog

Currently exim4 does not log to syslog but to its own log file
/var/log/exim4/mainlog on the main server, standalone and reular clients. This
means that mail logs are not forwarded to the main server, the question is
whether exim should log to syslog and whether to forward the mail facility to
the main server.

The argument against forwarding is that all mails go through the main server
anyway since it is configured as a smarthost on the client.

This also relates to what loggin setup is adapted in #1051834, if we use a
persistent journal with limits it would be convenient to include the mail logs
there in order to enforce a log size limit.
