While debugging an issue with Debian Edu roaming workstations and LightDM [1], it was discovered that libpam-mklocaluser needs to be sorted-in before other session type PAM modules are processed during PAM based authentication. Esp. it needs to be sorted in before pam_systemd.so gets processed.
