When I open a .csv file, I see:

Warning (comp): Cannot look-up eln file as no source file was found for /usr/share/emacs/site-lisp/elpa/csv-mode-1.20/csv-mode.elc Disable showing Disable logging

That's odd.
*needs .el, so perhaps ship it.
*1.20 vs. 1.21 problem too.

OK, I fixed it with
aptitude purge elpa-csv-mode
rm /usr/share/emacs/site-lisp/elpa/csv-*
aptitude install elpa-csv-mode
