Bug#1041235: elpa-emacs-dashboard: Please update to current upstream version

Dear Maintainer,

Even though no new version of emacs-dashboard has been actually 
released, development continued upstream having now 330 commits since 
the last version 1.7.0 from 2020. It would be nice if this package could 
be aligned with upstream.
