Sounds like tooling that does still not know about version tracking.

My guess would be that you are looking at

and that you want to add (or ask Stefano Rivera to add) a
  "Show bugs unfixed in unstable" 
checkbox for the code around

that uses affects_unstable instead of done.

Either the changelog entry from experimental is kept and a new version 
"Upload to unstable" added (that's the normal case), or the changelog 
pretends the experimental version never existed and repeats all items 
(including the Closes).

Both options work fine.

"notfound" does not mark anything, it only removes "found" versions.

And with "fixed" nothing would ever close the bug after "Upload to unstable".

Since the introduction of version tracking uploads to experimental are 
supposed to close bugs, the open/close status of a bug is not reliable
regarding the status in unstable since uploads to stable or experimental
might close bugs that are not (yet) fixed in unstable.
