Small Correction: i myself experienced that behavior with
several 2.4.22 debian sources, see the bugreport mentioned above
for that. However, others experienced the same with 2.4.21.

I just rechecked with 2.4.23 vanilla

Both have ide-scsi built in, no optimise change
from the default, and append hdc=ide-scsi.
_No faults_ during bootup, and i am _able to burn_ using
ide-scsi with both kernels.
So i think the bug has been dealt with.
Seems that it was a kernel bug, because
