Now that bullseye has been released we can prepare this transition.
Unfortunately there were some failures, of which fiona and grass need to
get fixed before starting the transition. Especially grass is important
as it is blocks the rebuild of qgis. fiona is also important as it has a
handful of reverse dependencies.
