Bug#42456: locales: Messages with German Umlaute disappear in Gnome and GTK

In gnome and gtk applications messages containing German Umlaute disappear.
This is a grave bug because even the "Apply" Button in Dialogs shrinks
to an empty button or a icon, improtant menu choices containing "open",
"undo", "select" or "menu" miss a caption, because the translation
contains an umlaut.
All disappearing Messages i noticed contain German Umlaute.
This might apply for other extended characters as well.

I build the locales-file for gnome-core myself, it didn't help.
Replacing all the Umlaute by an other character makes the message appear.

I encountered this Problem mostly in Gnome because it has quite extensive
german locales, but - for example - "wmakerconf" is affected, too:
two of the main choices in the menu have an empty caption.
("open" (!) and "revert")

KDE applications seem to be unaffected by this Problem, so do textmode
applications.

I modified a gnome-applet (gnotes) and hard-coded a Menu containing german
umlaute. It was displayed correctly.

The bug might be in the gnome libs as well in gtk as well as in locales,
but all three of them seem to be able to handle German Umlaute corretly.

If you can't reproduce the bug, i'm of course willing to run some tests.
(i'm thinking of simple gtk-applications requesting locales strings and
showing them in a menu as well as printing them to stdout
