These locales are installed in /usr/lib/locale.
But current deb package only install /usr/share/locale, so we lost
all of them in 2.1.94-1.

        * Makeconfig (localedir): Define using libdir, not datadir.
        (msgcatdir): New variable.

So, you should modify debian/package-rules/locales.mk to install
$(install_root)$(libdir)/locale in $(tmpdir)/$@$(libdir)/. too.
