Bug#214028: localedef, LSB 1.3 conformance, and Debian standard utilities

Some news: Matt Taggart <taggart@debian.org> reports in a email to
<206210@bugs.debian.org> that the LSB Specification Authority met
yesterday and agreed that for LSB 1.3 the affected utilities need not
interpret sequences of multibyte characters.  This sounds like a
waiver to me, and if so, the change to localedef isn't needed right
now.  Sorry about the false alarm (though in my defense it was still a
real alarm when I submitted 214028).
