Bug#246557: locales: Typo in locale(1): LOC_PATH instead of LOCPATH

| The directory where locale data is stored. In default,
| /usr/lib/locale is used.
But the value actually used is LOCPATH.
Actually LOCPATH should be documented in locale(7) and the glibc info
documentation but that is a different report.
