Actually, I think Hashicorp's Vault would definitely be of value as a
Debian package, but since I have no need for it now I won't commit to
work on it. I could help, though.

In any case, it would be interesting to answer this question anyway: how
do we make sure we don't have duplicate code in packages when we do this
? File a wishlist bug against the package containing embedded, code,
depending on a RFP for the complete one?
