In short, it has been stalled for 3 years. And the solution is not
just upload what is in experimental to unstable.

Well, we can't leave things the way they are for another 3 years. Can't this be fixed for bookworm?

In the above, one of the solution you suggested, was to upload a "-legacy" package. Can't you go with that route, and then we rebuild what's needed with that new package?
