All well and good for the future, but the reality is that right now we
*don't* have the xml stuff set up, and punishing users for the sake
of what things "should be" is a fairly crappy attitude. I'd argue
that requiring a working net connection for package installation is
ipso-facto broken. Either build and depend on a package that contains
the required DTDs, or have scrollkeep-update fail gently (or just skip
validation) if the DTD is not available locally.
