No, it is not needed to do just an upload because an removed
Uploader/Maintainer; it is fine enough just to do it the next regular
upload; (however if a uploader is reported MIA it might be a good
occassion to look if the package needs some polishing; a few minor
things could sum up to warrant a new upload; also (out of MIA-team
experience) it might got already quite rusty at the time the package
came onto our radar.
(Other packagers commit the uploaders change already early to the VCS
and mark the bug pending, along with a note to the BTS that this has
been fixed there; I personally think this is an good idea so it won't
be overlooked the next upload and if we track it we see know that the
rest of team cares -- we also have teams that are MIA...)
