this is a known problem - we don't know the reason exactly
(perhaps the texinfo package changed - but the problem came to
SID/Buster after an upgrade).

The workaround is just install the texinfo package manually.

We're working on Hamlib 3.2, hope that it will released soon (see
the mail thread above).
