I think you overestimate the purpose of update-alternatives.
Update-alternatives mostly exists to ensure that *one* awk, *one* emacs,
*one* vi is available under its name, even if several packages which provide
it are installed. Otherwise you had only emacs19 and emacs20, but no emacs
(as binary executable name).

User preferences are still to be set by EDITOR or ~/bin etc.
