It is me being stupid again
Hello Kalle and Marcus,
So sorry, I had texinfo installed in /usr/local/bin, a home made version. So it
was picking its version of install-info.
root@hurd:/usr/local/bin# ls
afile bpp chill g77 i386-gnu-gcc mco
bdepend bprof cigloo gcc.new install-info.whatisthis protoize
bigloo btags cigloo0.7 gcj jcf-dump texi2dvi
bigloo2.1b c++ cpp gcjh jv-scan texindex
bmake c++filt g++ gcov makeinfo unprotoize
root@hurd:/usr/local/bin# ./install-info.whatisthis --version
install-info (GNU texinfo) 4.0

A quick rename fixed the "fault", and am back in business
