On my Debian Linux system, it is under /etc/terminfo as well, however, note
that much more entries are in /usr/share/terminfo. I take it that in
etc/terminfo are some important ones from ncurses-base, while the bunch of
it is in /usr/share/terminfo.

I don't know the rationale for this, but it is probably somethung to pick up
with the Debian ncurses maintainer.
