No, it is cruft. It will vanish when base-files is architecture any instead
all.

If it is implemented then as a translator of course. Maybe as  part of the
Linux emulation layer.

You should probably check the Hurd .defs files, but I am not sure that
the Hurd servers expose their information. Interesting servers for such
a project would be proc (sure it does expose :) and probably auth.
