Conflicting files

I have installed the Hurd a couple of days ago from the tarball and fetched some additional .deb-files with FTP.

When I tried to install dpkg-hurd-dev, I got a message complaining about the file /usr/bin/dpkg-scanpackages which was also in dpkg-multicd.

The installation aborted and the files installed thus far was kept. The removal of the package wasn't possible because it wasn't marked installed in the dpkg database. (dpkg -s dpkg-hurd-dev printed that the package was exactly 'not-installed')

The package dpkg-hurd-dev was version 1.4.13. How can I install that package or even remove it cleanly?

And by the way what's the difference between dpkg-dev and dpkg-hurd-dev?
