mplayer uses the CSS code from libdvdcss, and there's nothing illegal
about libdvdcss itself in either Europe or the US. Whether or not
mplayer and other applications which use libdvdcss are considered
circumvention devices depends on what they do with the decrypted data.  

Denmark is one of of the three countries which has already implemented
the EUCD, and the Danish Ministry of Culture has a guideline for their
implementation:
