Bug#972600: Drop the Budgie exception

When we worked with the im-config code a couple of months ago, I found
issues with Budgie's IBus support which made me suggest an exception
from the GNOME exception meaning that we didn't change the im-config
behavior for Budgie even if the XDG_CURRENT_DESKTOP variable includes
"GNOME" in the list. It was this commit:

However, I have just tested the Budgie Desktop on an updated Debian
testing as well as Ubuntu Budgie 20.10, and it seems that the IBus
integration now works as intended. All you need to do is adding the
Keyboard Layout applet in Budgie Desktop Settings, and then switching
between input sources works fine with both XKB and IBus input sources.
Budgie includes code for starting and configuring IBus just like GNOME
does. So as far as I can tell, we should better drop the Budgie
exception in im-config and leave the launching/configuration to the
desktop as we do for GNOME.
