In parts, my /etc/network/interfaces:

--- cut ---
auto eth0
iface eth0 inet static
        address 192.168.145.1
[..]
iface eth0 inet6 static
        address 2001:0608:0017::1
        netmask 48

It works well (Debian testing), ifup eth0 does the right job.
"man interfaces" might be helpful.
