Not sure if you would consider 1&1 cheap (69 USD/month) but I do. This only gets you a celeron 2.0 but, at least for my needs, that's more than enough.
I documented my method for configuring Debian at http://www.wehave.net/linux/custom1and1.html ... as mentioned you can get 1&1 to install Debian for you if you want to use their default config.
