I calculate in Morocco with 25% wich mean:

        15 $USER * 128 kBpS * 0,25 = 480 kBit

Nice would be a cusomized E1 1/4 which mean, your ISP grant you 512 kBit
and if more bandwith is availlable the you can have up to 1,92 MBit.

You do not need to pay for a full E1.

I have used such connection in Strasbourg for some years.
