Understanding bootstrapping a new language for the JVM

Hi.

I am thinking of (perhaps, if I am able to) helping package kotlin to
Debian, but I see that parts of the package that the upstream supplies
are already written in kotlin.

How does one cope with such a situation for building a package
suitable for Debian? I suppose that this problem was already dealt
with at least with clojure and scala.

Any help here would be quite enlightening.

Thanks in advance,

Rogério.
