this makes it more mysterious, this file is really abysmall.
and really does not more then this.
i'll leave that open for now in case someone else can reproduce.

so now initramfs-tools is installed and aboves is not reproducable?

what does the ouput of:
sh -x update-initramfs -u
echo $?

yes seeing the failure, is your disc full?
