I'm experiencing the same problem and opened an upstream bug:

Do you have also have an IBM Thinkpad? Does is also occur on fbcon?
Can you please add your information and the kbdmode output to the kernel
Bugzilla bug?

I've started to bisect this, but it takes quite some time on my hardware.
