Bug#560710: tgt-admin depeds on libconfig-general-perl

tgt-admin use Config::General to analyze its configuration files /etc/tgt/targets.conf, 

without libconfig-general-perl installed, tgt-admin will throw error:
Can't locate Config/General.pm in @INC (@INC contains: /etc/perl /usr/local/lib/perl/5.10.1 /usr/local/share/perl/5.10.1 /usr/lib/perl5 /usr/share/perl5 /usr/lib/perl/5.10 /usr/share/perl/5.10 /usr/local/lib/site_perl .) at /usr/sbin/tgt-admin line 13.
BEGIN failed--compilation aborted at /usr/sbin/tgt-admin line 13.
