Update: while this problem persisted even up to the 3.12 kernel from
wheezy-backports (I always verified this after each new update), the
recent backport of udev seems to have resolved the issue -- I cannot
reproduce this anymore (using the same 3.12 kernel mentioned before).

So the root of the issue may be the kernel, but it might be that udev's
handling of the issue improved.
