There seem to be no metapackages linux-latest-unsigned though,
which would eliminate this problem (for the 90%+ of us who don’t
need the signed images).

Can those please be provided?

No, there will be no such meta-packages.  The -unsigned packages are
only meant for developer testing and as build dependencies for signed
binary packages.
