Bug#991685: please add rtl_bt/rtl8761b_fw.bin and friends

To support the RTL8761B bluetooth chips from realtek, please add the
files as described in
https://www.raspberrypi.org/forums/viewtopic.php?t=294634 .

I can confirm that it enables the device for me.
