I think it's just an attempt to acknowledge the fact that most Free/free software is distributed by word of mouth. I, for example, burn a (slightly modified, for my timezone) CD/DVD of knoppix and give it away to everybody who's interested -- and none/few of them are actually interested in sources. Also: unlike us, most people don't have the resources to put together a source repository.
