When I first looked at that license, I didn't see the "Donald Knuth" and
assumed that license was written by some completely clue-less person.
It's extremely ambiguous in that the "changes are only permissible" does
not actually grant any rights - it just says when changes are permissible.
I suppose that license is very old.

I think it belongs in non-free. Knuth might answer a letter, if there's
somebody around here who likes lost causes.
