The BSD 0-clause license is effectively a public domain grant in jurisdictions that acknowledge public domain grants, and an extremely permissive license in jurisdictions that do not. This does not seem like an issue. attribution is not required in either case.

I *think* the PD "license" has no copyright and this isn't an issue for
Debian.
