Bug#268077: lintian: php-script-but-no-php4-cgi-dep should change to php4-cli

The php4-cgi package is now a real CGI for web server use only.  The PHP
command-line client is now in the package php4-cli.  The cited lintian
check should therefore be adjusted to check for the new dependency.
