Bug#321564: lintian: shouldn't warn package-name-doesnt-match-sonames on non-library packages

In a package I maintain lintian warns about:

N: different sonames. This is usually discouraged because it is

However the guilty files are in /usr/lib/cpufreqd/ and are meant to be
plugins for the core binary, not shared libraries.
