Bug#503875: [lintian] Lintian does not complain about missing binary-arch or binary-indep target in debian/rules

Lintian does not complain about missing binary-arch or binary-indep target in 
debian/rules. But when I upload an archive to mentors.debian.net I get the 
following 2 Lintian errors :

N: required targets. All of build, binary, binary-arch, binary-indep, and
