Bug#809262: lintian: complains about foreign binaries in dbgsym packages

Recent debhelper versions automatically generate dbgsym packages,
including for bi- or tri-arch packages. This causes lintian to
output hundred of warnings like this one:

As the name is not predictable, it's not easy to add a lintian override
for them. Please ignore foreign binaries when they are in usr/lib/debug
or in dbgsym packages.

NB: please feel free to reassign this bug to debhelper if you consider
it should not generate dbgsym package for bi- or tri-arch packages.
