Bug#812248: lintian: don't check Homepage field (and similar) against dbgsym packages

       Hi,

 while running lintian against a package with a non-existing upstream it
complained about the missing Homepage field.  It did so also for the
dbgsym package.

 I can understand the reaoning to not want to have an override file for
the dbgsym package, but that means that this check (and potentially
others too) shouldn't trigger a message for dbgsym packages.

 I'm uncertain what checks might appear beside the missing Homepage but
I guess there might be more than this.  I hope you have a better
overview on what might appear additionally to that.
