Bug#865882: lintian: Why is debian-rules-parses-dpkg-parsechangelog a whislist?

Hi!

In 2.5.51 the tag debian-rules-parses-dpkg-parsechangelog was
introduced, as a wishlist/possible. And the tag description states
that the pkg-info.mk got introduced and that it can be used instead of
the direct call. But it does not explain nor justifies why that would
be better?

I'm a bit lost on the actual rationale behind that tag? :)
