Bug#886426: lintian: reports unoverridable bugs in auto-created dbgsym packages

By default, a -dbgsym package inherits all fields from the original
package and then a "selected few fields" are overridden.

In this case, the Bugs field in the -dbgsym is inherited from the
original package.
