Please add a warning for overrides where there is no comment before them
explaining the situation leading to the override. See also #512901 and
#474590 for related lintian bug reports.

I'm actually going to go-ahead and close this rather than have an
arbitrary set of Lintian bugs closed and another arbitrary set
left-open as "wont fix".
