Bug#919740: lintian: description-too-long text "must not exceed 80 characters" is incorrect

Dear Maintainer,

The tag `description-too-long` says

    The first line of the "Description:" must not exceed 80 characters.

which, at least to me, says that exactly 80 characters is allowed. But
the actual section in Policy says that the line must be strictly less
than 80, and the actual lintian check agrees with Policy.

Changing the tag text to

    The first line of the "Description:" must be less than 80 characters.

makes this much clearer and correct.

I will submit a MR on salsa once I have a bug number.
