Bug#928234: lintian: check for malformed debian/changelog entries

In LP#1827044 I reported a package that has a bogus debian/changelog:

That causes the debian Python module to emit warnings:

   $ python3 -c 'from debian import changelog as c; f = open("debian/changelog"); c.Changelog(f)'

     warnings.warn(message)

That changelog doesn't trigger a warning from lintian though.

It would be nice for lintian to emit warnings about changelog entries
that are missing headers, bodies or footers.
