I found the binary package on snapshot.d.o. Lintian's development
version no longer crashes.

It produces this output:

I do not know how the issue was fixed. Over the past year I worked a
lot on collections, of which readelf is a part. In any event, Lintian
no longer produces an internal error.

This bug is fixed. Closing.
