Please consider upgrading the lintian tag
missing-systemd-timer-for-cron-script to a warning.

This would help encourage packages to add such timers, which long-term
may allow cron to become optional, at least on systemd systems.

Note that doing so does not introduce any new dependencies on systemd:
packages adding systemd timers in parallel with cron scripts need not
depend on systemd, even if the periodic job is non-optional. (And since
cron scripts are in any case system configuration in /etc, packages
already need to be prepared for a sysadmin to disable or edit such
scripts.) In some cases, packages may need to downgrade dependencies on
cron or add alternatives.
